Regarding the news report of TVBS on Nov. 27th and 28th, 2014 ”Don’t cornering too fast！ The motorcyclist slips and falls over easily when run over the catseye”, there are lots of false and absurd contents. Seih-Ying responded publicly as below:
Improper video quote:
The contents of the video was edited carefully via the camera angles of special arrangement, however, four examples of the videos showing the motorcyclists fall over actually were not related to the catseye. All of them are irrational videos that show a mainland tourist riding a large heavy-duty motorcycle run over catseye result in falling and even dying.
The wrong contents of news coverage:
1. The news contents said that the height of 3cm of catseye caused the vehicles running over the line while overtaking, and slipping while raining. In accordance with “Traffic Signs, Marking and Lights Installation Rules” the protruding part of road studs (catseyes) on the general roadway pavement shall not exceed the height of 2.5cm, and on the freeway or expressways shall not exceed the height of 1.9cm. The reporter misleads the people without confirmation and identification of the car accidents to use the provocative words ” a deadly stone with the height of 3cm”.
2. It’s not that catseye caused the vehicles running over the line while overtaking, and slipping while raining, but that the vehicles are illegal and overrun the line. The purpose of setting up the double yellow road marking lines and installing catseye is to prevent the car driver stride across. The motorcyclist break the rules first, on the contrary, the catseye has to take the responsibility. Is it right?
3. The videos of the news report put the camera on the ground repeatedly, and arrange a shot that the large heavy-duty motorcyclist had a violation to across over the double yellow lines, which has installed catseye. It causes the motorcyclist takes it for granted that “running over the lines is a natural and right behavior”. However, the news report didn’t mention any words regarding violation that is wrongfully.
4. The news report claimed, “China only installs the catseye on the side lines of the Freeway” and stressed deliberately that the China tourist had not seen the catseye before, and died in Taiwan because running over the catseye. We don’t know who provides this argument. Is it possible to mislead the police handling the case? Or to mislead deliberately the public and government institutions that the catseye can only be installed on the side lines of the freeway? According to Seih-Ying’s project pictures in Shanghai, the cateyes’ installation position in China is same as in Taiwan, which is installed on both the traffic land lines and side lines. In Taiwan, not only the catseye is installed on the general highway, but also traffic land lines and side lines on the Freeway which has an excellent performance.
The origin of motorcycles slip is mostly caused by thermoplastic road marking lines:
In Taiwan, many cases of motorcycles slip are mostly caused by “thermoplastic road marking lines” after identified the accident authentication. The width of road marking lines is 10cm(In highway and Freeway, it’s 15 cm). In accordance with the traffic regulation, it should mix and sprinkle 30% of small glass beads on the surface of road marking lines, and the standard value should be 45 BPN. There is a big difference compare the asphalt pavement with 90-100 BPN, that’s a possibility of motorcycles slip when the rolling wheels run over the road marking lines. Within a certain range of spraying glass beads, it is just like a big piece of glass was ran over by the rolling wheels. That’s really dangerous. Therefore, the motorcycles slip and fall over are mostly caused by crossing over the double yellow lines and crosswalk after the accident authentication.
In general highway, the protruding part of the catseye on the road surface is 2.5cm, and the volume is a hemisphere with a diameter of 6.5cm. The wheels run over the catseye with the actual contact area is only a circle with the diameter of 1cm. Actually, the contact area is small, so the possibility of motorcycles slip is very low when the rolling wheels run over the catseye. The ARTC (Automative Research & Testing Center) has tried to do the BPN test for catseye, but the contact area is too small, so that it cannot be measured. It shows that the origin of motorcycles slip is caused by thermoplastic road marking lines, but not catseye.
The responsible authority has surveyed and identified that there is no improper facility:
After Seih-Ying’s petition, the New Taipei City Police Department has invited the relevant units for First Maintenance Office Directorate General of Highway Ministry of Transportation and Communications, the New Taipei City Government of Oversight Committee on Traffic Safety, the Transportation Department of New Taipei City Government, and Pinglin District Office to handle a survey of “To study the traffic improvement of fatality at 51.6km of Taipei-ilan Highway of Pinglin District, New Taipei City on 21st November 2013”. After viewing the surrounding road conditions, the related facilities of traffic engineering can be identified by drivers. After discussing, the resolution is to maintain the current situation. It’s clearly the set-up of traffic safety facility is proper.
Seih-Ying has a formal complaint to NCC:
Seih-Ying Co., Ltd. was established in 1990 and engaged in the research and production of 360 degree tempered glass road stud in Taiwan.
